Project Officer- Water & Sewer Program Delivery

Kempsey Shire Council (KSC) is delivering a $270 million, once-in-a-generation program of major upgrades across our water and wastewater networkâincluding five major treatment plants and sewer schemes. We are building the future, and we’re seeking a proactive Project Officer to help drive these outcomes forward from within our high-performing Program Management Office (PMO).
In this unique role, you will work side-by-side with experienced Project Managers and Engineers to deliver both major and minor capital works. You'll gain experience across design, procurement, construction, commissioning, and funding compliance, developing capabilities in a team that values learning, leadership, and continuous improvement.

Key accountabilities include:
- Assist with preparation of project documentation, tenders, plans, and grant reports.
- Monitor contractor performance and inspect works to ensure compliance with specifications and plans.
- Track and report on scope, time, cost, and risk metrics.
- Assist with project and program controls.
- Support quality assurance, safety, and environmental requirements across projects.
- Maintain project management databases and liaise with stakeholders and customers.
- Contribute to program-wide coordination and improvement initiatives.

About You
You are someone who thrives in a fast-paced, collaborative environment, with a passion for infrastructure that matters?
As the successful candidate you'll possess the following:
- A qualification in engineering, construction or project management (or equivalent experience).
- A strong interest in water/wastewater capital works.
- Solid organisational, communication and interpersonal skills.
- A current/valid Class C drivers licence and General Construction Induction Card.
- A team-first attitude and drive to learn from industry leaders.
- Bonus if you have:
- Experience in local government infrastructure delivery.
- Knowledge of GC21 or D&C-style contracts.
- Familiarity with quality, WHS and environmental frameworks
